a)   Minutes:  Minutes of the Regular Session held on April 7, 2008.     

b)  Claim's Warrant Register #0421-08: covering 2008 bills to date.
c)   Payroll Warrant Register P/WR#0405-08 covering payroll ending April 5, 2008 in the amount of $220,668.16.

d)   Appointments:  Mayor Allison will make appointments as needed.

D.  RECOGNITION OF VISITORS AND ANNOUNCEMENTS

E.  NEW BUSINESS

1. Councilmember Reports:   Councilmembers will report on the boards and commissions that they serve.            

        Recommendation:  Informational item.

2. City Administrator’s Update:  City Administrator Howard Partington will provide an update on city activities.  “Fact or Fiction” may be presented.     

        Recommendation:  Informational item.

3. Parking for Fireworks Display on April 26th:  Staff discussed parking for the fireworks display at Veterans Memorial Park on the evening of April 26th.  It was thought that closing a portion of 17th Street Terrace might be the best way to handle the traffic for that short period of time.  Staff will discuss that alternative.

Recommendation:  Motion to close a portion of 17th Street Terrace on the evening of April 26th for the fireworks display. 

 
4.  FEMA and Kansas Division of Emergency Management Payment on May Disaster:  Howard Partington will report on the payment from FEMA and KDEM on the emergency sewer line replacement.      

        Recommendation:  Informational item.    

5. Date for Teambuilding Worksession for Economic Development Quarterly Report:  A date needs to be set for the next quarterly report on economic development.   

        Recommendation:  Set date for next Teambuilding Worksession.   

6. Code Enforcement Recommendation:   Assistant City Administrator Nick Gregory will hand out copies of the recommendations from the staff committee that has worked on issues relating to code enforcement.  He will give some of the background.  As he will be handing out the document at this time, no action is requested until the next meeting.   

        Recommendation:   Informational item.           

7.  Resolution of Support for a New Kansas Comprehensive Transportation Program:  Attached is a draft resolution that was sent by the League of Kansas Municipalities that supports the need for a new transportation program since the current program ends in 2009.  This comprehensive program could include support for the Northwest Passage and work that could be done within the city.                               
 
Recommendation:  Discuss capital projects to be listed and consider passage of the resolution.                        
 

8.  Reports on Washington Trip:  There will be reports on the activities and meetings that took place with our congressional delegation and their staff members on the recent trip to Washington D.C.                  

        Recommendation:  Informational item. 

9. Announcement of Vacancies on Boards and Commissions:  The following boards and commissions have terms that expire at the end of April.  In most cases the person currently in that position is eligible to be reappointed.
