Allene Owen, a member of the community for 28 years, is serving her sixth term as council member for the Third ward. She is a graduate of Ellinwood High School and the Great Bend Academy of Beauty. Allene is a cosmetologist and an esthetics educator. She is Chamber of Commerce Ambassador and a member of the National Cosmetology Association.
