Great Bend has a longstanding record of fiscal responsibility based upon sound financial planning and budgeting. This has made it possible for being able to reduce the City's mill levy from 61.93 mills in 1995 to 41.21 mills in 2006. The General Fund Tax Levy has increased from $3,262,500 in 1995 to $3,297,000 in 2006. Great Bend has been awarded for its fiscal responsibility with an A2 bond rating from Moody's Investors Service. Moody's Investors Service stated the rating increase from A3 to A2 reflects Great Bend's small but growing tax base, a solid trend of stable financial operations including very strong reserves and a manageable level of rapidly retired debt.
The Finance Department maintains a correct accounting of the financial affairs of the City of Great Bend. The department is responsible for financial accounting, utility billing, business licenses, voter registration, payroll, and cemetery transactions. The department is also responsible for maintaining records of the City, which include the following: Financial Information, Minutes of City Council Meetings, Ordinances, and Resolutions.

Through the budgeting process the City Council establishes priorities for spending public funds. The 2006 Budget provides for authorized expenditures of $14,694,000.

WHERE THE CITY GETS ITS MONEY
The City of Great Bend gets its money mostly through Property Tax, Sales Tax, Other Governmental Revenues, Franchises, User Fees, Fines, Interest Earnings and other miscellaneous sources.
The mill rate has decreased from 61.93 mills in 1995 to 41.21 in 2006. An assessed valuation base of $80,000,000 supports the mill rate.
The citizens of the City of Great Bend through passing the 1/2-cent sales tax in 2000 helped the City reduce the general fund levy by $350,000 in 2001, $490,000 in 2002, and $470,000 in 2003, $490,000 in 2004, $507,000 in 2005, and $507,000 in 2006; totaling $2,814,000 in tax savings to the citizens of Great Bend.
