Right of Way Permit

The City of Great Bend requires permit applications and corresponding plans for:

  • Any work within existing public right-of-way.
  • Any traffic control affecting arterial City streets.
  • Construction of public infrastructure in new subdivisions/developments.
  • Repairs or construction of sidewalks, curbs, gutters, and approaches for any properties.

Pre-Application Requirements

Before submitting a permit application, applicants must:

  • Obtain a current City of Great Bend business license from the Building Inspections Department.

Online Permit Applications

Permit applications can be submitted online through the City of Great Bend Citizen ROW Portal. Applications will be reviewed by our office, and we will contact you via email if further information is needed or to process permit fees. Some applications allow for payment at the time of submission, but this does not mean a permit is issued.

All applications undergo a review process, which may require changes or additional information/documentation. Work can begin only after receiving the official issued permit.

Note: Work must not begin prior to permit issuance. Permit fees will be doubled for any work started before the issuance of a ROW permit.

If your software cannot accommodate fillable applications, contact our office for PDF versions. You can either digitally fill the PDF or print and handwrite your information. Submit filled applications to the Engineering Department.

Responsibilities of Permit Holders

  • Compliance: Adhere to all city regulations and permit conditions.
  • Safety: Ensure the safety of workers, pedestrians, and motorists during the project.
  • Restoration: Restore the ROW to its original condition upon project completion.
